A Site Alteration By-law provides a clear regulatory framework for the importation, exportation of fill or the alteration of grading of land. This can help prevent the destruction of natural areas and avoid contamination of groundwater and soils.

This gold-standard example from Township of Guelph/Eramosa requires that a Site Alteration Permit is obtained anytime the existing grading of the land is altered by more than ten (10) centimetres. It has significant fines for non-compliance, encouraging applicants to follow a clear and transparent process. 

This is a draft motion that creatively uses existing municipal powers to lay the groundwork for developing real, affordable housing solutions for local residents and putting the brakes on provincial actions that promote sprawl. This draft motion is a first step and is designed to impact the 2023 budget process and is therefore time-sensitive.
